To fly an certified airplane you must first get a student pilot permit. There is no minimum age requirement to start and you don't need the permit to begin your lessons.

You need to pass a written test and you need to have an aviation medical issued by Transport Canada. You will also need a radio license issued by Industry Canada.

This strudent pilot permit allows you to fly an aircraft on your own, but never with a passenger and only under the strict supervision of a flight instructor.
